The trunk 0 you see in a local number (like 0917 or 02) is a domestic prefix only. The biggest recent hurdle is not dialing, it is reachability after the SIM Registration Act (Republic Act 11934), signed October 10, 2022 - SIM Registration Act, Wikipedia. A landline looks different: an area code of one, two or three digits, then a subscriber number. The two digits after the 09 tell you the network, which used to matter a lot for local pricing but matters to you mainly as a sanity check that a number is real. Reaching older relatives in the province is a different story: many rely on a single prepaid 09xx mobile, and coverage in remote barangays (villages) can be patchy, so a call may need a second try.
