Venezuela has one of the largest diasporas in the world, so most calls into the country come from relatives abroad. About 7.9 million Venezuelan refugees and migrants lived outside the country at the end of 2024, led by Colombia (2.8 million) and Peru (1.7 million), with large communities in Brazil, Chile and Ecuador - Migration Policy Institute. The United States had about 770,000 Venezuelan immigrants in 2023, and more than 1 million people when US-born Venezuelan Americans are included - MPI. Among US immigrant groups of at least 100,000 people, Venezuelans grew fastest, up 318% since 2010 - MPI, Frequently Requested Statistics.
The calls concentrate in a few places. Forty-nine percent of Venezuelan immigrants live in Florida, followed by Texas (14%) and Georgia and New York (4% each), and the Miami metro area alone holds about 174,000, ahead of Orlando (66,000) and Houston (51,000). So the archetypal call is a family in Doral, Weston or Orlando ringing a parent in Caracas, Maracaibo or Valencia, and it is almost always in Spanish: 59% of Venezuelan immigrants say they speak English less than very well - MPI. Europe is the other big source: about 600,000 Venezuelan-born people live in Spain, the largest community outside the Americas - UN DESA, International Migrant Stock 2024.
From Venezuela the international access code is 00, so a call to the US is 00 1 plus the 10-digit number - ITU, Venezuela numbering plan, and on a smartphone the + sign does the same job. The plan registered with the ITU lists that single international prefix, with no carrier code to dial first.
The outbound map is the diaspora map in reverse: people in Venezuela call children and siblings in Colombia, Peru, the United States, Spain, Brazil, Ecuador and Chile, the main destinations of the exodus. Older corridors run the other way too, since Venezuela is still home to about 876,000 people born in Colombia and tens of thousands born in Spain, Portugal and Italy, whose families are on the other end of the line - UN DESA. Many of these conversations happen on WhatsApp, which millions of Venezuelans use to chat with family and to run everyday business - AP, but an app call needs a working data connection, which is exactly what disappears in an outage.

Always drop the 0. Venezuelan numbers are written with the national prefix 0 (0414, 0212), but the international form is +58 followed by 10 digits with no 0 - ITU, so +58 0414... will fail. 0415 numbers belong to a satellite operator, and 0800 toll-free and 0500/0501 universal-access numbers are meant for callers inside the country. There is no carrier-selection code to add. With no number portability, a mobile keeps its original carrier prefix, and 0422, added in February 2025, is a genuine Digitel prefix.
Electricity is the first obstacle. On August 30, 2024 a blackout cut power to nearly the whole country, Caracas included, and knocked out cellphone service, leaving people unable to reach their families - Al Jazeera. It was not an isolated event: in March 2024 a Venezuelan outlet reported daily electricity rationing in 22 of the 23 states, with cuts often arriving without notice and lasting hours - Freedom House, and a March 2026 review found outages and brownouts had continued and worsened - Caracas Chronicles. When a call rings out or goes straight to a network message, the tower or the phone may simply be without power; trying again a few hours later works better than redialing every minute.
Landlines are the hardest numbers to keep working. The state owns most of the national network through CANTV, and repairs are slow: in a December 2023 survey, 40% of fixed-line faults reported to CANTV had gone unresolved for more than two years, and 86% of respondents had waited four to six months for a fix - Freedom House. If an elderly relative's 0212 or other 02xx number has gone silent, it may stay dead for months, so keep a mobile number for every household you call.
The leading 0 trips up people and phones alike. Venezuelans write numbers as 0414-1234567 or 0212-1234567, where the 0 is a domestic prefix; the international form is +58 followed by the remaining 10 digits - ITU. Dialing +58 0414... fails, and so does a number saved on a US phone in the local 0414 format, which is why numbers copied from a Venezuelan business card or letterhead usually need editing.
Apps are less dependable than an ordinary phone call. On the night of August 8, 2024, X and the messaging app Signal were blocked, with CANTV, Movistar, Digitel and other providers applying the order, and a year later both were still blocked - VE sin Filtro. The same week Nicol谩s Maduro deleted WhatsApp from his phone on his weekly TV show and urged supporters to switch to Telegram - AP. Even where apps work, internet calls depend on mobile data, and in May 2024 Venezuela's median mobile download speed ranked 138th of 147 countries - Freedom House. A call to a regular mobile or landline number needs none of that.
Every Venezuelan number has 10 digits after the country code +58, and inside the country it is written with the national prefix 0 in front, giving the familiar 11-digit form 0XXX-XXXXXXX. The three digits after the 0 are the code: 2XX codes are geographic landlines, 4XX codes belong to mobile networks, and 400, 500, 501 and 800 are non-geographic services - ITU.
Landline codes follow the states. 0212 covers Caracas (the Capital District), the neighboring Vargas coast and parts of Miranda; 0261 to 0267 cover Zulia, with Maracaibo on 0261; 0241 is Valencia in Carabobo, 0243 Maracay in Aragua, 0251 Barquisimeto in Lara, 0281 the Barcelona and Puerto La Cruz area of Anzo谩tegui, 0291 Matur铆n in Monagas, 0274 M茅rida, 0276 San Crist贸bal in T谩chira and 0295 Margarita Island in Nueva Esparta - ITU. After the code comes a 7-digit local number - Telephone numbers in Venezuela.
Beyond the geographic range, 0800 numbers are toll-free, 0500 and 0501 are universal-access numbers, and 0400 is a personal-number range. Toll-free and universal-access lines are meant for callers inside Venezuela and may not connect from abroad, so when you need a company or a ministry, ask for its 0212 or other geographic number.
Venezuela has three mobile operators. In mid-2025 regulator figures put Movistar at 41.7% of lines, Digitel at 37.8% and Movilnet at 20.5%, out of roughly 21.8 million lines, with 4G reaching 92% of users and 2G switched off; penetration of about 60% reflects the country's economic situation - Telecomunicaciones360, CONATEL data.
Unlike almost everywhere else in Latin America, the prefix still tells you the network, because Venezuela never put number portability into practice: a 2022 analysis noted that only Cuba and Venezuela in the region lacked it, even though the telecommunications law grants the right - Banca y Negocios. So 0412 and 0422 are Digitel, 0414 and 0424 Movistar, and 0416 and 0426 Movilnet. The newest, 0422, was assigned to Digitel on February 7, 2025, so a number starting 0422 is real, not a typo - ITU.
Movilnet is a subsidiary of CANTV, the state telephone company, which was privatized in 1991 and re-nationalized in 2007 - CANTV. Knowing the carrier helps mostly during outages: if one network is down in a region, a relative with a second SIM on another network may still be reachable.
In Venezuela a mobile number doubles as a payment address. The interbank Pago M贸vil system announced by the banking regulator Sudeban in 2017 moves money between accounts at different banks using the recipient's phone number, their bank and digits of their c茅dula (national ID) - Efecto Cocuyo. That is why relatives abroad need a Venezuelan number exactly right: the same digits are used to call, to message and to be paid.
WhatsApp is the other half of daily life. Millions of Venezuelans use it not only to chat with family but to book doctor and salon appointments, buy food, send homework and hire staff - AP, and many small businesses list a mobile that is really a WhatsApp line. Before a voice call, a short message saying who you are and when you will ring is a good courtesy, and the reply tells you whether the person has power and signal at that moment.
For older relatives, a CANTV house phone may still be the main line and reaches the whole household at once. Given the repair backlog, though, save at least one mobile number for everyone you call regularly.
Venezuela is on UTC-4 all year and does not use daylight saving time - Time in Venezuela. It was not always so: in December 2007 Hugo Ch谩vez put the country on its own UTC-4:30 offset, saying it would let children prepare for school in daylight - CNBC, AP. On May 1, 2016, with electricity scarce because of low water at the hydroelectric dams, the government moved the clocks forward again to UTC-4 - Time in Venezuela.
For US callers the result is simple and stable. While the US is on daylight saving time, which in 2026 runs from March 8 to November 1 - NIST, Venezuela is on the same clock as New York and Miami and 3 hours ahead of Los Angeles; the rest of the year it is 1 hour ahead of the East Coast and 4 ahead of the West Coast. For offices, call on weekday mornings US time; for family, evenings and weekends are safest, and during power rationing it helps to agree on a time in advance.

That puts it on the same time as New York from March 8 to November 1, 2026, and one hour ahead of New York the rest of the year - NIST. California is three hours behind Venezuela in summer and four in winter. The old half-hour offset ended on May 1, 2016.
First check the format: +58, no 0, then 10 digits. If that is right, the cause is often local: power cuts regularly knock out service, as in the August 30, 2024 nationwide blackout that disrupted cellphone service - Al Jazeera, and CANTV landline faults can take months to repair - Freedom House.
